Phyllis Smith
Assistant Director of the AR Census State

Ms. Smith, an Associate Research Specialist for the University
of Arkansas at Little Rock, has worked with census data since
1971. In 1994 Phyllis was invited to Geneva, Switzerland for
four months to analyze censuses for the United Nations' Economic
Commission. She continued to serve as a consultant to the
UN for two years after returning to Arkansas.
Phyllis began working with GIS technology in 1990 and manages
the UALR GIS Applications Laboratory. She was a member of
the Executive Committee that formed the AR GIS Users Forum
and was an officer of the Forum for ten years, serving five
of those as the Chair. In 1999 Governor Mike Huckabee appointed
Ms. Smith to the AR State Land Information Board. She is currently
serving her second term. This Board supports economic development
and improved quality of life for Arkansas citizens by providing
basic spatial data infrastructure, coordination geographic
information activities, and creating short-and long-term strategies
that will result in improved decision making, effective asset
management, and reduced costs. In 2002 Phyllis was elected
as a Director at Large of the Mid America GIS Consortium (MAGIC).
